QUESTION: Please provide Attachment A as described on RFP pages 3, 6, and 10. If possible, provide in Excel and confirm bidders may add lines to the budget forms as needed. For example, if we are proposing more staff than lines provided.

ANSWER: Bidders are to develop a budget and the budget should be labeled Attachment A. Bidders may submit their Attachment A in an excel document using the number of lines necessary to reflect items, staff, etc.

QUESTION: Please confirm the audit, indirect cost rate agreement/cost allocation plan, resumes, job descriptions, and organizations requested in the RFP are considered requested attachments and therefore are excluded from page limitations.

ANSWER: Required attachments do not count toward the page limit. Resumes and job descriptions are not included as part of the page maximum. Job descriptions and resumes should be included in Section F (Required Attachments) at the end of the proposal. In addition, bidders are permitted to add up to 10 additional pages of relevant information such as flowcharts, graphs, etc., in addition to those requested. Standards for additional attachments: Font and size may vary for attachments but must be easily readable. Attachments should be placed at the end of the proposal and be cited in the Table of Contents as Section E (Additional Documentation). Each attachment should cite what section in the proposal it is being submitted to support and must be relevant to a section in the RFP to be considered in the evaluation process.

ANSWER: Additional tables, charts/graphs, and graphics font size may be single-spaced and vary in font size but must be easily readable when printed.

QUESTION: What is the total budget available for direct services only (not including One-Stop Operator) for the Program Year July 1, 2025 through June 30, 2026?

ANSWER: Unfortunately, we have not yet received our planning numbers from the Commonwealth, so we are unable to provide the finalized figures at this time. However, please find the attached chart with relevant budget information for reference. SAMSHA funding will not be available next year and NEG - QUEST should be exhausted by 6/30/2025.
